Richard A. "Rick" Elmer, Retired Chicago Police Department Commander and Retired United States Coast Guard Chief Petty Officer, age 71, passed away suddenly on May 9, 2022. Rick is the beloved husband of Kyle Irene, nee Muir, for 40 wonderful years; loving father of Shannon I. (Daniel) Morgan, Robert P. (Deanna) DeLuca and Kevin S. (Jacklyn) Elmer; cherished grandfather of Dominic and Vincent DeLuca, Grady and Baylee Elmer; dear brother of the late Roger "Rusty" Retired C.P.D. (the late Karen) and the late Charles "Rocky" Retired C.P.D. (Barbara) Elmer; fond uncle of many. Rick was a member of the F.O.P. and the F.B.I. National Academy. In lieu of flowers, donations to Chicago Police Department Memorial Fund at cpdmemorial.org or the Wounded Warrior Project at woundedwarriorproject.org would be appreciated. Visitation Sunday, May 15, 2022, from 2:00 p.m. until 8:00 p.m. at Cumberland Chapels 8300 W. Lawrence Ave., Norridge, IL. William Francis Lappe, a longtime resident of River Forest, Illinois, passed away May 6th, 2022 at age 64. He was a devoted husband, father, grandfather, brother, uncle and friend. He is survived by his loving wife of 31 years, Suzanne (née Gancer), his five children, Marie (Isaiah), Sophia, Peter, Colleen (Riccardo), Josephine and his granddaughter Lily. He was the son of the late Robert and late Patricia and loving brother of late Robert (Patricia), late Suzanne (Vicky), late Mark (Barbara), Michael CPD (Mary), Timothy, John (Mary Ann), Mary (Michael), Christopher (Susan), and Steven (Rachel). He was a man of varying interests and talents but most importantly a devoted family man. He will be fondly remembered for his bold laughter, quick wit, love for his family, and his faith. A Visitation for family and friends will be at Peterson-Bassi Chapels on Thursday, May 12, 2022 from 4-8:00 p.m. with a Mass of Christian Burial on Friday, May 13th at 10:00 a.m. at St. Vincent Ferrer Church in River Forest. Interment will be at Queen of Heaven Cemetery, Hillside, following the funeral mass. Friends and family are asked to meet at church.

Dear brother of Gery (Kim) Schuch. Fond uncle of Robert, Eric (Colleen), Conor, Michael, Madalyn, Ella, Nicole (Mason) and Michael. Brother-in-law of Rob (Diane) Wiegmann and Donna Gillund. OFFICER WELLNESS!

The Chicago Chapter of the Fellowship of Christian Peace Officers holds its regular monthly meetings on the 2nd Saturday of each month in the vendateria at the Chicago Police Academy. This months fellowship will be held on 14 May 2022 from 0800-1000hrs, all active duty and retired members are welcome to attend. FCPO is a nationwide ministry to law enforcement officers, by law enforcement officers. Federal, state, and local law enforcement officers both active duty and retired.
